Below are the major components list and download of the GRIP Infrastructure and Economic Development Plan
Changes to Federal, State and local tax laws and other legislative, permit processes, and zoning changes.
Use of newspaper, TV, Radio, Social Media and other marketing mediums to recruit investors and inform/persuade taxpayers to adopt infrastructure projects, and for legislative and local lobbying efforts.
Although several infrastructure projects may combine in a community and economic development project, these are the priorities for single and priority considerations for combined infrastructure projects.
The primary priorities of projects based upon needs, economic recovery post COVID-19 pandemic impacts, and ROI potentials are: migration to renewable energy generation and transmission sources, expansion of broadband, and schools.
The secondary priorities of projects based upon public health and safety, with the potentials for ROI are: storm water/flooding mitigation, potable drinking water systems, and sewage systems.
The third level priorities of projects are repair and expansion of existing roads & bridges.
The fourth level priorities of projects are expansion of new roads and bridges.
The fifth level of priorities of projects are mass transit and railroads.
The sixth level of priorities of projects are expansion and modernization of airports and seaports.
Contractor/sub-contractor recruitment and selection, employee recruitment, and training programs (infrastructure project management, banks & investment firms, and construction trades).
Establishing maintenance schedules and budgets for repairs and expansions.
Various forms and contracts including: Establishing SPE/SPV in P3 relationships, bi-laws, policies and procedures for SPE/SPV, limitations of corporate, major investors and institutional ownership, subcontractor agreements. These are necessary to prevent waste, fraud, abuse, and kickbacks, among other nefarious acts, which conflict with the effective stewardship of investment dollars.
