The Green New Deal has been given a lot of attention, however, it is not Joe Biden's Plan, Trump Plan, a Congressional plan, or an infrastructure plan whatsoever.
It is a brief summery of H.R. 109 and S.R. 59 of the 116th. Congress (First Term), which has been principally sponsored by
Representative Alexandria Ocasio-Cortez and Senator Ed Markey.
It was referred to the Committee on Energy and Commerce, and in addition to the Committees on Science, Space, and Technology, Education and Labor, Transportation and Infrastructure, Agriculture, Natural Resources, Foreign Affairs, Financial Services, the Judiciary, Ways and Means, and Oversight and Reform, but no actions have been taken by anybody.
It is loosely based on the "New Deal" programs of FDR, but with more focus on the environment than on economics.
The term "Green New Deal" was first coined by journalist Thomas Friedman in the New York Times Magazine in January, 2007.
The Green New Deal is a 14-page non-binding Congressional Resolution. This means even if there was unanimous consent vote in Congress, it would not become law, because it is a resolution and not proposed legislation. It was developed from and with an environmentalists' perspective as a series of goals for cleaner air & water, rather than an implementable infrastructure plan developed using an economic lens.
Provisions and goals for mitigating climate change and economic standards for social justice by reducing emissions and addressing infrastructure generally to migrate toward renewable energy and other modernization of infrastructure projects.
An infrastructure and/or economic plan. It isn't proposed legislation either, but rather a framework for consideration with future legislation.
The Green New Deal does not lay out specific projects, milestones, timetables, priority, costs, budget authority, and an implementation timetable.
As the product of market pressures many industries (including automotive, fossil fuels, electricity generation/transmission, water systems, storm water, and sewage treatment have begun the processes of adaption and investment in the future renewable energy based technologies.
As examples, fracking and natural gas have replaced coal. Automotive vehicles have increased mileage and reduced emissions, with many new vehicles being manufactured as hybrids and electric. China is much further ahead in this regard and the Belt & Road Initiative (BRI) and unless the USA takes decisive steps now, it will be subordinate to China in world leadership.
In April, 2020 the European Parliament adopted the Green New Deal as a component of their economic recovery plan, as the result of the economic impacts of the COVID-19 pandemic.
Failure to consider renewable energy and address it's crumbling infrastructure soon will put the USA at a profound economic and geopolitical disadvantage, leaving it to be at the mercy of China and other forward-future thinking countries.
